Delivered a memorable keynote speech at the State Judicial Academy, Jodhpur, on August
11, 2024, under the chairmanship of Hon'ble Justice Manoj Garg and Hon'ble Justice Rekha
Borana (Rajasthan High Court). The workshop was inaugurated by Hon'ble Justices
Chandrashekhar, Dr. Pushpendra Singh Bhati (Chairperson, Rajasthan State Judicial
Academy), Indrajit Singh (Member, Juvenile Justice Committee), and Shri Kuldeep Ranka
(IAS, Additional Chief Secretary, Social Justice & Empowerment Department).
The address covered key sections of the RPWD Act, compliance of judicial orders, and
challenges faced by persons with disabilities in education and employment. Critical issues
were presented before the Hon'ble Judges and senior officials, emphasizing the need for
better implementation and accessibility in various sectors
Pension & Welfare Schemes Played a key role in the effective implementation of “Palanhar
Yojana” and various pension schemes, ensuring financial security for 5,000+ Specially-Abled
Persons. Strengthened access to welfare benefits, enhancing social and economic inclusion.
Educational Support for CWSN Facilitated policy enhancements under state schemes for
Children with Special Needs (CWSN), leading to increased financial assistance. This initiative
positively impacted 50,000+ schools across Rajasthan and was incorporated into the 2023
state budget, reinforcing inclusive education efforts.
Exercising Civil Court Powers as State Commissioner - As per Section 82 of the Rights of
Persons with Disabilities Act, 2016, exercised the powers of a Civil Court while conducting
over 1100+ cases, including suo-motu cases, ensuring the enforcement of disability rights
and legal mandates. Adjudicated cases under Sections 80 and 82 of the RPWD Act, 2016,
addressing violations, enforcing compliance, and safeguarding the rights of persons with
disabilities through quasi-judicial proceedings.
Suo-Motu Cases Against Various Departments - Under Section 82 of the Rights of
Persons with Disabilities Act, 2016, exercised civil court powers as State Commissioner and initiated
over 150+ Suo-Motu cases against various government and private entities to ensure
compliance with legal provisions.
These cases addressed violations related to
Universal design and accessibility (Section 2(ze)) - where orders were issued to ensure barrierfree infrastructure, accessible digital platforms, and inclusive workplaces. Similarly, in matters
of
Inclusive education (Section 2(m)) - interventions were made against the denial of admission
and discrimination faced by children with disabilities in educational institutions. Additionally,
cases concerning
Mployment and workplace rights (Section 2(y)) were taken up - ensuring that organizations
provided reasonable accommodations, equal promotion opportunities, and safeguards
against workplace harassment. Through these actions, binding orders were issued to enforce
compliance on crucial matters such as disability certificates, pensions, promotions, and workplace discrimination, thereby upholding and strengthening the rights of persons
with disabilities.
Ensuring Civil Court Directives for Accessibility & Barrier-Free Environment - Issued and
enforced legal directives to government institutions, corporations, and public service
providers to implement accessibility standards and barrier-free infrastructure, safeguarding
the rights of persons with disabilities.
Strengthening Legal Framework & Policy Implementation - Effectively utilized civil court
powers to bridge policy gaps, enforce legal provisions, and uphold the dignity and rights of
marginalized communities through strategic legal interventions.
Workshops under RPWD Act 2016 - Organized and conducted workshops at leading
institutions like Banks, Schools, Universities, NGO's, government bodies and various other
institutions to raise awareness about the rights of persons with disabilities (PwDs). These
sessions covered critical areas such as education, employment, social security, healthcare,
financial inclusion, accessibility, legal rights, and infrastructural adaptations. Advocated for
physical, digital, and communication accessibility, and encouraged institutions to adopt
inclusive policies and create disability-friendly workplaces, empowering PwDs to lead selfreliant and dignified lives.
Accessibility Audits & Inspections Under RPwD Act, 2016 Conducted accessibility audits and
inspections of various public infrastructures, including bus stops, railway stations, Airport,
schools, colleges, universities, government buildings, and hospitals etc. Ensured compliance
with the RPwD Act, 2016 identifying gaps and recommending necessary modifications to
improve accessibility for persons with disabilities.
Participation in Central Government Meetings - Actively participated in high-level meetings
organized by the Department of Empowerment of Persons with Disabilities, Ministry of Social
Justice and Empowerment, Government of India, held in key locations such as Gujarat, Goa,
Delhi, Bangalore and Pune. These meetings focused on the implementation of the RPwD Act,
2016 addressing critical areas like rights of persons with disabilities, inclusion, accessibility,
education, employment, healthcare, financial inclusion, and legal protection. Contributed to
discussions on nationwide policy reforms and structural improvements aimed at empowering
persons with disabilities, ensuring their self-reliance and seamless integration into an inclusive
society.
Flagged off the “Sugamta Rally” from Vishesh Yogyajan Bhawan, Jaipur, organized by
CRC Jaipur to promote accessibility for persons with disabilities. The event witnessed
active participation from the CRC Director, trainee teachers, specially-abled individuals,
and citizens.
Post the rally, the “Yes to Access” initiative was launched to conduct accessibility audits of
public buildings using the mobile application. This initiative, undertaken under the
Department of Empowerment of Persons with Disabilities, Ministry of Social Justice &
Empowerment, Government of India, aims to evaluate and improve infrastructure
accessibility for Specially-Abled Persons. The collected data will be instrumental in making
public and semi-public buildings more accessible and inclusive.
This initiative marks a significant step towards ensuring equal rights and accessibility for
persons with disabilities, fostering a more inclusive and sensitive society.
I participated in the two-day Sensitization Program and the Way Forward organized by the Haemophilia Federation of India in Delhi. During my speech, I shared my views on the care, treatment, and advancements related to different types of hemophilia (Hemophilia A, B, and C). I emphasized the need for better medical facilities, awareness campaigns, and policy reforms. The event was attended by representatives from government and nongovernment organizations, pharmaceutical companies, and various states, who deliberated on advanced treatments and future plans for hemophilia care.
Spearheaded the “Mission Tehsil 392” initiative, conducting public hearings across 280+ tehsils in 41 districts of Rajasthan to address grievances of persons with disabilities. In each tehsil, representatives from all relevant government departments were present to ensure on-the-spot resolution of issues related to disability certificates, pension schemes, assistive devices such as wheel chairs , hearing aid, Crutch , tricycles to large number of Divyangjans in every district , accessibility in public infrastructure, education, employment, and healthcare. Additionally, extensive awareness sessions on the RPwD Act, 2016 were conducted to empower persons with disabilities with knowledge of their legal rights and entitlements. The initiative played a crucial role in enhancing accessibility, improving service delivery, and ensuring effective policy implementation at the grassroots level.
I was honored to be invited as the Returning Officer for the 11th Annual General Meeting and Management Committee Elections organized by the All India Central Government Deaf Employees' Association (AICGDEA). During this event, I had the privilege of honoring divyang (specially-abled) employees from across India who had retired after years of dedicated service. Additionally, I shared insights on the Rights of Persons with Disabilities Act, 2016 and key decisions made during my tenure as the State Commissioner for Persons with Disabilities, which contributed to securing justice and rights for the specially-abled community. This event was not only a memorable experience for
Addressed 60,000+ grievances in 36 months, achieving a 95% resolution rate through time-bound interventions. Resolved diverse issues faced by persons with disabilities in sports, employment, business, unemployment, MGNREGA, PM Awas Yojana, Jal Jeevan Mission, etc. Ensured systemic improvements and policy-level advocacy for sustainable impact.
A streamlined initiative in collaboration with the Health & Welfare Department under the Commissionerate for Persons with Disabilities, Rajasthan. Simplified the process of obtaining disability certificates and issued 5,000+ certificates & UDID cards to SAPs, ensuring accessibility and inclusion.
Actively participated in the Pre-Budget Consultation Meeting chaired by the Hon'ble Chief
Minister of Rajasthan, alongside key government officials and ministers. Successfully
presented impactful recommendations focused on the empowerment and upliftment of
Divyangjans (Persons with Disabilities), advocating for accessible infrastructure, inclusive
education, skill development, employment opportunities, and enhanced social welfare
measures.
These recommendations aimed to ensure that the needs and priorities of the
disability community were effectively addressed in the state's budget planning process,
promoting a more inclusive and equitable society.
Strengthened grievance redressal systems under RPwD Act, 2016 (Section 23) by developing mechanisms at district and state levels in both government and private establishments. Focused on reducing barriers for SAPs, ensuring timely resolution of issues and improved accessibility.
On February 10, 2025, under Memo No. SCPD/RAJ/SJE/2025/20568, official letters were
issued to all department heads, district collectors, police administration, medical and
health officers, and other relevant departments to ensure the effective implementation of
disability rights and empowerment.
The letters emphasized the implementation of the RPwD Act, 2016, focusing on the
rehabilitation, education, employment, healthcare services, and social inclusion of persons
with disabilities (PwDs). Additionally, instructions were provided for ensuring accessible infrastructure, digital awareness
campaigns, a unified identification system, and the proper execution of disability-friendly
government schemes. All departments were encouraged to take proactive measures for
safeguarding disability rights and ensuring that no PwD is deprived of their entitlements.
Under the Jurisdiction of the Civil Court as per the Provisions of the RPwD Act, 2016,
training and guidance were provided at the Office of the Commissioner for Persons with
Disabilities, Rajasthan, to advocates and law interns from various states across India,
including Uttar Pradesh, Bihar, Karnataka, Tamil Nadu, Kerala, Chhattisgarh, and Rajasthan,
through the PUCL (People’s Union for Civil Liberties) initiative.
The RPWD Act, 2016, being a recent legal provision, necessitates extensive awareness and
effective implementation, making its dissemination a significant social responsibility.
Advocates and interns were provided with comprehensive knowledge of the rights of persons
with disabilities, legal provisions, and judicial procedures to help them develop expertise in
this domain.
Over three years, law interns were not only given theoretical knowledge but also an
opportunity to interact directly with persons with disabilities (PwDs) attending the court.
This engagement enabled them to understand the real-life challenges faced by PwDs, both
legally and socially, and prepared them to advocate effectively for their rights in the future.
Interns were trained on how to practically implement the provisions of the RPWD Act, 2016,
and how to represent and safeguard the interests of PwDs in judicial and other legal forums
Additionally, this initiative ensured widespread awareness of the RPWD Act, 2016, ensuring
that it was not merely confined to legal documents but was effectively implemented at the
grassroots level.
The contributions of advocates and interns were recognized through the issuance of
certificates, acknowledging their legal training and commitment to social responsibility. This
initiative not only promoted legal awareness but will also prove to be highly beneficial for
interns in their future legal careers, particularly in ensuring justice and protection of rights
for persons with disabilities.
